Debating Clubs as a Method of Historical Learning

Repeatedly, the German Bundestag has been attested a ‘lack of debating culture’, especially when compared to Anglo-Saxon parliaments. Among others, its former president, with his laconic statement that there is still “too much talk and too little debate,” has argued that parliamentarians need to catch up on how to publicly negotiate arguments and counter-arguments.[1]
